Upon arriving to the Combine controlled Town 47, situated on an Island in the Pacific, you find yourself in the midst of a plan to overthrow the Local Combine forces. With the assistance of an Airboat, you are selected to go on a mission that could assist in deciding the fate of humanity... We plan for this mod to have an open-world aspect as the player travels across the sea to different islands, while hopefully maintaining the same playstyle as Half-Life 2.

I have one thing to say, Open-world will be hard to make as you'd need a beefy pc to run a large map, Or you could split the map into segments and that'd work better. Also, interesting idea.

Source can be open world, kind of, maps can be really big, and world portals allow for seamless teleportation, but the problem is design, optimization, and performance.
