You will run into Kieva at the Euripides Power Relay out on the dry lake near I-15. She has been sent there by Warlord Elsdragon with her contingent of Shi Warriors to die there in battle against the Infected Savages. As a Raider in this path, you meet here there, and she asks that you help her defend the Temple of Thunder.
In this version of the Lore, the Japanese were conquered by the Communist East and impressed into service aboard the same nuclear submarine that brought the Shi to San Francisco. They lived alongside the Chinese as they grew into their own faction. Separate from them, but still a part of the Shi Empire.
Kieva and her Raiders were forced into the Wastes after the Enclave-NCR War brought destruction down upon the Shi, and the NCR promptly annexed the ruins. Kieva uses the advanced technology of the Shi to provide you with an ocular translator so you can understand her in subtitles.
