You can have him permanently, but there's a condition for it which we'll reveal later.
Good news. Now missing in the game only Elfhelm and Grimbold. I think it might be like Theodred summon, either alive or after his death to defend his body.

No. We used to have such infantry, but we deleted those troups as it doesn't fit to Rohan - Rohan didn't have such a great army in the war of the ring - they had drafted peasents, some archers, very few strong infantry-soldiers and thousands of riders.
We tried to integrate a Rohan in the game which is exactly like this. You have very weak peasents - you can draft them with an abilitiy and after that you can upgrade them to axemen... they aren't an elite unit, but it wouldn't fit to ROhan to build a strong army with many elite infantry units.
I agree that Rohan should not have elite infantry.
But I dont agree with this:

Every Rohirrim is train for mounted "and" dismounted combat, omg ..
If not, who would defend their city walls for example?
And who defended Helms Deep walls? Dismounted Rohirrim And who defended Ford of Isen? And who marched to Helms Deep with all westfold "infantry"? ...

Rohan without infantry is like Gondor without cavalry ...
The best would be, if there is no infantry, but all cavalry could dismount. Most realistic ...
