Is that patriot system buildable?
yes, but you need the strategy center.
(I'm thinking about including the HEMTT Patriot on the science-unlock system, and if you unlock the M270 ATACMS you can't get the patriot and vice versa)
Will it serve as a tank destroyer?
not strong enough for that (just like the PTL-02) even though it can do a lot more damage to a tank than most armored vehicles(ZBD-97 and ZBD-05\LAVs and Bradleys) it just doesn't have enough armor to go one-on-one with a MBT. It is better suited to suport APCs\IFVs and to quick suport\defend and attack strategicly important points in the map as they are faster than MBTs and most Artillery vehicles.
