Wouldn't the grenade launcher be a little op ,even if it requires the propaganda center?
It has less range than any anti-armor weapon(105mm\120mm\125mm\155mm\Man-portable-AT Missiles...), can't kill armored vehicles at close range(isn't fast-enough), it will mostly serve to protect it from light vehicles and infantry at close range.
Also, it can't be controlled directly.
So...specialized close-range anti-infantry weapons on a long-range anti-tank vehicle? :S
