That's a Game of Thrones reference, those two are probably Cersei and Jaime Lannister. Were they both blonde? If yes, it was them.

Actually I'm not really interested with this mod but since I played your amazing mod: "Gekokujo - Daimyo Edition" I want to try this mod too.
People who cannot leave report tab just need to turn off CHEAT MODE in camp settings!
