It actually can make sense. Aperture Science and Black Mesa were competing for government funding (as you find out in Portal if you pay a lot of attention to details) which means the government probably gets in on their inventions. Since the female assassins is work for the government, it is plausible that they are issued government funded and bought items.

It's not from portal...it existed and has been used by many groups, and it originated in hl2 long before portal existed.
