Maybe have lower upkeep, since it's just a light cruiser.

oops! my bad-- I should have said "German cruiser"!

right now all ships have the same upkeep. I've decided to have the upkeep VERY low to help out the AI. the higher the upkeep the more likely the AI is going to kill itself via upkeep shortage while attempting to make amphibious landings.

guess I could change it from 5 to 4. (which is what I did with the regiment limit)

yeah-- the "Liepzig" class cruiser will still be the standard German cruiser as well as the Chinese equivalent of a battleship

this is actually a German carrier-- but after searching awhile this is the closest I can probably get to the Ning Hai cruiser employed by the KMT navy. incidentally, it looks exactly likea the standard German cruiser but has a Chinese flag on it.

boats require a lot of effort-- and so don't expect a lot of unique national vessels
