"Hindabuilding!"

The Shashka was originally intended to be a cheap infantry support vehicle, competing with the Halftrack before the current war. While it's maneuverability was well-received, it's wheeled design and higher production costs were considered too much of a flaw and ultimately resulted with the Halftrack employed and Shashkas being stored in boneyards. Shashkas was given another chance to be a part of the Soviet arsenal later, to fill the gap left by the now-rouge Terror Drones, by replacing their anti-air weaponry with a heavy anti-armor cannon as an imminent solution.
