If the first public appearance of a bomber zeppelin wouldn't be the well-known Soviet attack of the United States, probably noone would consider Kirovs serious at all. Despite their lack of speed, these units can still cause a lot of damage and just their appearance is enough for some commanders to panic. Never underestinate a flying Kirov towards your base, Commander.
