AtmosFear 2 for SoC has been done already. It is a part of the upcoming Lost Alpha mod. AF2 for SoC will be released as standalone mod after the release of LA. AF3 for CS? Maybe :)

The last one I've made was 1.3. AF2 in this mod is probably adaptation of 2.1 for CoP. It is easy to copy the configs and textures. Unfortunately all the textures would be squashed as the skybox in CS is half height of that in CoP

CrommCruac in Atmosfear 3 you improved the Atmosfear 2.1 sky textures
Some of them, yes. Like all blowout textures for instance. All of the textures have been re-rendered to match the correct sun position. The night textures has been improved as well. Although in nightvision they still show some compression artifacts. But there is nothing I can do about texture compression.
