This mod aims to update much of the 2004 Axis and Allies RTS game to modern day warfare. A new campaign is planned along with a new WW2 mode, and current nations to be involved include China, Russia, the United States, the United Kingdom, EU, and many other countries. Infantry and naval combat are being entirely reworked, as is the game economy.
Although I have decided to expand the mod with many more smaller countries, this faction acts as the neutral faction in Metagame and also represents countries too small or weak to represent as their own faction; mostly the African countries.
here's an an idea-- for generals you could have their portraits simply consist of an icon and number of stars on an alpha-colored background.
two-star infantry general gets a crossed rifles icon with two stars. he'd get two special ops and a Corps HQ.
go on down the line adding stars or mixing-and-matching icons until you get a give star general or marshal. the best generals would get a little bit of everything.
these generic star ratings could be used regardless of nationality. since the generals would only be named after their rank and abilities they could be used for any minor defensive army faction. this way you could have a wide variety of defensive armies and factions represented and you wouldn't have to worry about African generals commanding South American armies and so on.
a two-star general would obviously need a pretty powerful op like carpet bombing or Mechanized Advance-- while the more capable four star generals might have resupply ops and non-offensive operations to help them out more.
give the historical nature of Uncommon Valor this idea didn't really fit what we were trying to do-- but it might be worth considering for your modern variation.

I probably should have mentioned that this idea was suggested primarily for WW2 mode. it would be a way to have multiple defensive armies for a single faction without limiting it to one type of nation or a specific general.
