Remember it is a surprise attack which the Russians have been planning for quite some time and Poland and Germany are first in line? Also the ECA simply had no scope of what was bearing down on them and thus are un-organized. Having 1.5 million soldiers is one thing, mobilizing them to effectively fight is whole other kettle of fish. There's logistics and supply lines to consider, planning on strategic and tactical levels, working out where and when your enemy might strike next etc. The ECA need time to consolidate their forces, plan the defences AND prepare a campaign of counter-attack.

I believe that Japan is part of the Pacific Front in the MO story. So they are part of the Allies. How they ended up there is up for conjecture, but I think we assume the Pacific war happened in the 1940's between the Empire of Japan and the USA as in our timeline (although this one would have been a lot faster with the US focusing solely on Japan).
Bit of a bump but I wondered this myself? Surely the structure stands on a concrete base? Minor nitpick I know.

The ROTR team is keeping the ECA under wraps until after 1.7 is released, so as to focus the community more on the GLA updates and such. The tech building however will be in 1.7 so it is being showcased, lore wise though, it is related to the ECA.

I believe there is some issue with pixel sizing on the screen. If they are made to small, they tend to disappear or look strange. As for transparency, they are again only one or two pixels wide and don't allow for much transparency options unfortunately.
