Kinda, The SWGEmu team recreated the server back end and already had a client that didn't need much modifying, VS the Open MW team where they had to recreate the entire games mechanics, and rendering from scratch.
Bethesda did not release the source code for Morrowind. Everything is from scratch, reverse engineered from the original game.
Always thought they were supposed to look like that.

I've used Bethesda's editor before and the controls for ending the world in the CS/GECK/CK has always been kinda weird.

This a Replacement Engine for Morrowind, intending to fix bugs and make it work better on modern systems. Eventually, extending on the game in ways that the original engine never could.
