For me heroes upgrades are those you get through the hero UI interface (pretty much a modified building button).
Since you meant the heroes win condition it should be usable although it would make the race heavier to play especially online as the more scar coding the heavier the game is and the more likely a person will get synch issues on multiplayer. Honestly some people abuse scar coding and some of it isn't "clean" code so there are more cycles or instructions running than it would be necessary (a few nano seconds of lag per instruction on multiplayer can lead to synch issues if there are lots of instructions being carried out over time).
