Perhaps making the armour upgrades as global researches would work better than with direct upgrades in terms of requirements and such.
The position of the icons is related to their position in the hardpoints and how the taskbar itself is coded, it is not a system so versatile as for example the menus for buildings where you can set the ui_index easily to set the position.
The icons are coming in nicely, what size are you making them? 64*64?
still no idea of how to move around the icons in the UI. :P

The combi-weapons still need some fluer de lys. :)
So in theory to get them under the SOB reinforce I would need to add in 6 weapons and that would fill up the two sets of columns. :)
Chain sword melee upgrade for celestians?
Ardent blade melee upgrade for Angelics?
If I could, like the two armour upgrades for the imagifer and the Superior, that would make 4.. :)
