I think the definition of mods has changed a lot since I started. It was about 13 years ago when I got into the modding scene, but it doesn't feel like it. People now class changing an ini file as a mod, for me that just doesn't class as a mod. I remember joining moddb 10 years ago! It was full of some really ambitious mods, mostly half life 2. Just makes you realise how long the source engine has lasted.
My advice for those just starting is never give up! It's so easy to give up on a project, it takes so much dedication to stick it at. Staying motivated is definitely the hardest part, but that's where places like this come in so handy. Having people give feedback on your work can be a massive motivation.
For those youngsters who want to learn. Wherever you decide to start, code, graphics, modelling, sound or whatever. Commit and devote yourself to it. Don't be afraid to ask for help or look at other people's work. Don't be too ambitious and try and make the next counter strike. Make things for the hell of it, it's all experience. You'll know when your proficient when you begin to understand your area almost inside out.
Don't do it for the money, do it for the love of it.
