EA actually had this LOTR game in the works called "The White Council" that had this free roam/RPG concept, but it sadly got canceled...

I believe vanilla Skyrim has a certain limit to how many dynamic lights it can render at once (between 2-4 I think).

Yeah thats reasonable, but hopefully it will look more dirty during the battle. Would be a bit silly watching lethal uruks slaying and running across green fields! :P
