To be honest there is not always a "set" CP cost for units/unit types, they tend to vary to their place in the faction, i.e. Lothlorien has no other monster or siege unit available to them so Ents cost less CP then the "normal" monster siege unit (which is 45).
The MM Olog Hai being 45 is a bug that will be fixed in the next version of the mod.

Hd edition does not install into the game's directory, nor is an hd edition out for rotwk yet.
They are a faster but squishier alternative.
Dalish Longbowmen retain the vanilla MoD elite archer stats and as of now, Dalish Swordsmen have the Angmar Dark Dunedain Stats. But as usual, balance testing will decide where they should go in the long run.
