Hey, the story seems to be a little "un-real", USA would never invade an G-8 country.. a western European country neither. So USA occupating France and Sweden seems to be a little Un-Probable (it's impossible :P)

Yeah, AA Artillery is commonly use by low resource nations (like vietnam or iraq) in the defense of an small airspace, like Baghdad, Hanoi, Sarajevo, important positions, etc..
Most of the AA guns are russian ones, like ZSU 23X4 and ZSU 57X2, they fire large caliber rounds with a low-moderate rate of fire. These guns are self propelled but there are some type of statoniary ones, like the M-1939, this big daddy shots a big 85mm round, wich is large enough to blow up an b-52 with ease.
