i'm pretty sure Bethesda knows about the MERP and it is not allowed and they are quite tolerant,so as long as none alert them openly they'll just pretend they dont know
i remenber there are some talks about should NPC(ex:raiders)have few ammo in inventary but can shoot indefinitely.if they dont they'll just shoot around and start charging the player with melle weapon ,and it would just be easy picking.while if they have limited but a lot ammo,after player's ambush player will have stockpiles of ammo which is not realistic.
so i am wondering if it is possible to introduce ammo cap
can can buy upgrade to increase the cap
yesterday i thought about some ideas regarding making firearms rare but more powerful in the game
1.in real life if you get shot you'll start bleeding and soon bleed out if you dont treat it.so i think it would be a good idea to adding bleeding effects for every firearms.and the effect should be lethal.
and perhaps adding bandage as an item to have stop bleeding function but would not restore HP
2.also in real life when your arms or legs get shot it cripple immediately
so i am thinking about "one shot cripple"

i mean if i currently occupy a bridge scripted enemeies can't just march through the bridge like nobody is there
they have to circle around or engage
