No, it wasn't. It wasn't even close to being done. It was probably another year or so before release when it got the axe - that is IF the rag-tag team (thanks to middle-management) could actually work as a cohesive unit. What we see from Tiberium in the public right now is probably as far as they got, due to NDAs lifting and such.
If you look at the comments from many of the grunt-line devs themselves on Gamasutra you would find out the Tiberium was a cluster-fk from essentially the get-go. The game as a whole was sorely mis-managed with staff consistently shuffling around. People realized this game was a sinking ship, as feature after feature was cut (or changed by an inexperienced Executive Producer) until it became a lack-luster shooter in the face of a very VERY tough FPS market. Once people realized the ship was sinking, those that could jumped to Medal of Honor, and the rest got the axe with the project.
EA really had no choice but to can Tiberium; but they are responsible for letting the game and the team get into the shape it was. Any smart game publisher would have done the same thing; however any smart game publisher would not have let it sink to the cess-pool state the game was in when it got canned.

i wonder witch influence MoH had. publishing 2 fps games at such tough times does not seem to be good money making.
