The original caption (translated from German) said:

I admit that I said WTF whan I saw this...
it wouldnt be WW's best idea if it was used for the harvie :P i first thought it was some flame tank design with flame turrets spawning from the ground :P
The booklet said that this was their design of the harvester BEFORE they had come up with tiberium. so the odd look is simply because they had been designing something without any clue of what it was supposed to harvest.
(and yes, I'm the one who bought the pack and scanned this)
Wow... missed out on this one... its very interesting to see the vivid imagination that these guys at Westwood had!
good that theyve decided to change it :D
