Need suggestions for texture...
The face looks excellent already. Not sure what type of cloak this is supposed to be. Ninja? Medieval? Current? If ninja, soft really dark grey with a good fabric texture. Medieval, ornate designs, if good, lots of white and gold, if bad blacks and reds. Current...well I got nothing really for that. Looks like a good start though. Might want to develop your character concepts a bit more prior to modeling if you're struggling with ideas for such an integral part of the piece. Other than that, keep it up.
