So, everybody gets smithy upgrades now?
Not everybody: Humans, undead and dwarves still master the iron-works. Other civilized races (like Elfs) get level 1 upgrades, but some will get nothing (Plague for instance - they don't deserve them - and Fey, since they have Panoply already).
This was done to give some more options to the races (it makes sense to improve the amour of a dragonknight or an iceguard).
The left aside races will be compensated in some other way (next section of images).
