Instructions for installing the map in readme.txt. The most recent version of the editor on which I could create a map is UDK-2010-08-13

There is already tool - UDK-2010-08-13. I checked out, it's seems really working, so yes, currently with this UDK build we can do texturesless maps for Dishonored :)

Well, nothing new. Im last year ago tried to run some UE3 maps under Dishonored, well, Dishonored can load some percentage of "alien" maps, that created for UE3 (UT2007 as example), but in mostly, they loads only bsp things, including some inengine mesh, but totally ignore anything models under upks. Another problem - they ignores textures inside UPK, and tries to load from .tfc unavailable textures, so as result another problem - no textures. So about "can i do custom map for Dis1?"

Short answer: no.
Long answer: yes, you can (but it's so hard and you have to fix alot of problems, starting with broken textures load and ending with ton of another problems)
