Download the zip file and extract inside of the "Victoria II\mod" folder.
Inside of your "mod" folder should then appear a "The Collapse" folder and a "The Collapse.mod" folder.
Then start the Victoria II launcher, select The Collapse int the mods list, and start the game! (make sure to disable all other mods)
My pops are all unemployed, makes the game unplayable.
that's strange, were your factories open and subsidized? and what nation were you playing?
Not in my factories but my rgos.
The problem seems to be that there isn't enough demand for RGOs to justify hiring those pops. I will add this to the list of things to fix (i will either try to increase demand or i will reduce the percentage of farmers and labourers)
