Some bugfixes from version 1.3.0, some new features and a slight rework of the nuclear launch mechanics.
Changes
Countries
-Belarus has a slightly different flag (MAKE SURE TO DELETE THE MOD'S FLAG CACHE IN ORDER TO SEE IT, it's usually in Documents\Paradox Interactive\Victoria II\TheCollapse\gfx\flags, where you have to delete all files)
-Canada's population has been changed to replace most native americans with canadians
-Canada now has british as primary culture
-Canada now no longer has caribou and bangor as a cores
-Fixed the USA's swiss-cheese cores
-Kavala is now a core of bulgaria and greece instead of being a core of the rebels
-the decision to form Britain now only works on countries with the same government
-the decision to claim ireland can now only be used once
-the West Indies Federation now starts as an absolute monarchy instead of a presidential dictatorship
Politics
-vanguardist POPs now contribute to nationalist rebels like any other
Diplomacy
-the british countries can now reform the commonwealth after Britain is formed
-Canada now starts with all the ex-commonwealth countries in its sphere
-to build new nukes you now only need to have started a nuclear program, meaning that if you start the program and then drop out of the top 16 you will still be able to build nukes
-building a tactical nuke now only costs £250.000 and 0.1 infamy
-building a strategic nuke now only costs £500.000 and 0.2 infamy
-launching nukes now no longer requires having a nuclear program or being in the top 16, intstead only requiring you to have a nuclear stockpile (for now this doesn't have much impact, but it opens up the system for future updates)
-launching nukes as a second strike now only costs 5 infamy instead of the 15 required as a first strike
-being nuked now increases war exhaustion
-launching nukes now requires at least one owned province not to be occupied
-the AI now only launches nukes as a second strike or when one of its provinces has been occupied for more than 2 months
-spamming out the nuke decisions should now be more difficult (hopefully even impossible)
Other
-changed the way flags are show in the UI to make them rectangular
Install Instructions
Download the zip file and extract inside of the "Victoria II\mod" folder.
Inside of your "mod" folder should then appear a "The Collapse" folder and a "The Collapse.mod" folder.
Then start the Victoria II launcher, select The Collapse int the mods list, and start the game! (make sure to disable all other mods)
I can't seem to find the .mod file
Sorry, I've forgot to include it in the download... I will eventually fix this but in the mean time copy and paste a .mod file from any older version, I never changed it
