Some years after the Seven Hours War, the Combine established their forces in the biggest cities around the world. Our planet offered them all the resources and workforce they needed. But to live here, they needed to use respiratory equipment, and it wasn't very effective for their bosses, the Combine Advisors.
They gradually started to drain the oxigen from the atmosphere to replace it with their home world gases. Most of the earth animals died, and the humanity needed to use masks in the cities to survive. If there was any sign of insurgency, the civil protection would stop selling oxigen cannisters to the population.
With the arrival of freeman in City 17, a new hope was born and it could trigger the human uprising. But the Combine were already advised by the administrator and increased the security around "The Air Conditioner".
The Air Conditioner, situated in the wasteland, is an old nuclear plant taken by the Combine. In the past, the facility would use water to reduce the heatinig caused by the nuclear reactions, releasing steam to the atmosphere. The Combine saw in this an opportunity to produce energy and exchange the air at the same time.
Your objective is clear: Reach the heart of the cooling tower and sabotage its core, making the Air Conditioner completely nonoperational
and triggering the human uprising in City 17.

Correct me if I'm wrong but didn't Valve had the exact or almost the same idea, it was gonna be in half-life 2 where at the beginning some guy gives Freeman a spare mas but they cut it.
yes, it was valve's idea, but they dropped the concept.
