This is the Hapan Battle Dragon. It's a cruiser/warship that will be coming as part of the New Republic update.

Well the Hapans were technically pirates... a long time ago. This vessel will not be a regular New Republic unit however.

So i think you can get it from a minor race or somewhere else.
You are right the Hapans will be one of the minor factions that are upcoming, you will be able to get it from them. It is possible that the New Republic will get some kind of special research option that allows them to build Battle Dragon. This is could be in due part to the Alliances that the New Republic and Hapans had formed in various parts of Legends lore, such as the Hunt for Zinji. Whether these alliances happened here in the Interregnum is any ones guess.

Not determined for sure. However by size it would have to be a cruiser since it is only 500 meters or so.
It's been ages since I read any of the schematics books for the old expanded universe ships... are those gold structures ringing the Battle Dragon's core weapons emplacements or some other component?
Their listed as "Pulse Mine Launchers" in canon. Not sure if they'll be used in the mod or not.
