So might be a silly question, but is this compatible with Interregnum's current release and if so do I just add it to the list with Interregnum and E4X in the enabledmods file?
Not a silly question, as the E4X Re and INT Re both currently list 0.91b in their version names. The answer is that everything is fully compatible and you can just replace 0.91b with the new 0.92b and get all the fixes and updates.
This is also true for the current release of Stargate Races as well.
This might not always be the case for future updates but it worked out nicely for this one.

does this fix the tec black starbase upgrades?
Yes, that fix is included. Although they are still fairly dark just from their actual color.
