Does the ranges of Flak and Seismic cannons overlap? Still not sure after I read the description.

No. The maximum range of the flak cannons is the minimum range of the Sesmic cannons, so that it can still attack enemies which close too fast.

Description

Heavily armed with it's seismic shell guns and close-range support cannons, the Confederate Cruiser is a powerful force indeed. While the main cannons deal with targetted threats, any units that sneak into it's minimum range are dealt with by the rapidly firing 50mm flank guns. The Confederate Cruiser also has a secret weapon to deal with enemy aircraft; in the event of air raid, the main guns can be shut down and the 50mm guns pointed skywards as an effective air deterrent. This action takes a great deal of time, however.
