Operation: Firestorm is an enhancement mod for C&C Generals: Zero Hour. This mod currently features 8 unique playable Generals each with a huge arsenal of new units, buildings and special powers ar their disposal. While the core gamplay stays the same, a number of interesting new gameplay mechanics are added. In addition the overall visual quality is greaty improved, including new models, textures, FX and an improved User-Interface, available in full-HD resolution.

Speculations, you say? Why not. Left to right, top to bottom. Imagine gen-power tree like a grid with numbers for columns and letters for lines.
First column, infantry stuff:
1a. Elite infantry.
1b. Lesser ambush (toxin troopers, obviously).
1c. Mutants unlock.
1d. Greater ambush.
1e. Zombie virus (attacking ability, turns infantry and vehicle crew into zombie, was mentioned in update logs).
Second column, your standard bread and butter:
2b. Corpse cash.
2c. Repair (or was it vehicle addons?).
2d. Scrambler.
2e. Tunnel.
Third column, various stuff:
3a. Tarantula unlock.
3b. Elite aviation.
3c. Virus bomb.
3d. Ze blimb.
3e. This is curious one. Judging by its icon and whole gen-powers tree, I would speculate that it is either: a) some kind of faction-wide weapons add on, like nuclear shells or improved radiation for nuclear general; b) since there aren't a lot of attacking powers as far as I can see, it is one of those, acid bombardment or missile for building busting, I assume?
Fourth column, whatever it is in there:
4b, 4c and 4d are obviously part of the same branch and for some reasons are not connected to each other in a progressive way. Mistake in editing or intentional feature - I dunno, but assume former. IMO, it is either a buff or some kind of specific attacking ability based on some chemical atmospheric manipulation, probably for building disabling.
4e. Good old mega-buff.
Fifth column, the heavy weapons guy of the tree:
5a. Elite artillery.
5b. Lesser air strike. Su-24s carrying chemical bombs?
5c. Chemical SCUD unlock.
5d. Greater air strike.
5e. Improved warheads. Either for SCUDs, or faction-wide weapons upgrade.

I personally believe 3c will be the anthrax gamma upgrade
the reason behind this is because of how the nuclear general has the radiation upgrade locked behind a general's power

Thanks. As for the 3c - your point makes a lot of sense. Anthrax bomb on such a low rank would be kinda overpowered as ****, also comparison with Nuke's gamma radiation seems legit. So, if author wants to accentuate chemical weapons for this general, better way to do so would be some kind of amplified anthrax bomb on high rank, not regular on middle rank.

I assume 3e is a replacement for Anthrax Bomb: the Acid Bomb, note the exact same symbol as on the chemical missile warhead.
Well, too late for speculations after I've dumped dozens of hours into new Alpha version of the mod and played Chem General thoroughly. 3e is just the Anthrax Bomb. Sorry for killing intrigue.
