This is hard! Construction site.
The Dead City maybe?
Building in the background with lake near it with rubbish all around, map maybe? :P
I think it has to be on one of the newer redesigned levels like Countryside, Construction Site, Desolated Factory or even Generators. It's not Rostok Factory and the terrain doesn't look like it's in Dead City (mostly trees and pines locale). The terrain really reminds me of Desolated Factory (SoC Yantar)and DV Construction Site.

Damn, Outskirts is one cool level then. I thought it was too flat and rural. This one looks very interesting.
