I've standardized the game play order for the WW2 game. the United States, to pick the most obvious example, ALWAYS starts last. as a general rule the Axis nations earn less money per turn but start off with more armies. the new starting date for WW2 is September 1940-- so the first two players are Germany and Poland
I increased the income per territory so that the minor nations are capable of doing more. although this obviously pales in comparison to what behemoths like the United States and the Soviet Union can do! at LEAST smaller nations like Italy, Belgium, Hungary, Finland, and Romania can buy one army or tech per turn.
