You could have the heroes be a passive bonus to the ground troops in the battle instead of having them actually present (sort of like they're generals).

Vader could for example give a +10% firing speed, Veers could give vehicles a +10% damage boost etc.?

I'm sorry this is most probably a noob question but how do the mandos progress in tech level? I can't seem to find a way to do so other than altering the starting tech when starting a galactic conquest
