I believe those weather/texture mods are already implemented in the mod itself. As for Arsenal Overhaul, it is available in the addon section.

Call of Chernobyl -> Call of Misery -> Dead Air
Basically yeah, Dead air is based from CoM which is an unofficial port of the Misery mod to CoC [1.4.22].
