I'm on Windows 10, here's how I did it:
Open Windows Security
Click Virus & Threat Protection
Click Manage Settings under Virus & Threat Protection Settings
Turn Off Real-time protection
Minimize Settings window
Download the file
Go back into settings and turn Real-time protection back on.

I use that as well as Banjaji's Crafting System Improvements Moddb.com and Banjaji's Field Workshop Moddb.com as a base for all of my builds.
This should work with Stealth 2.1.3 - it's changelog shows a UI bug got squished, nothing in the scripts changed between 2.1.2 and 2.1.3.

The line is #56, which reads:

Change the endtag from /dialog to /actor_dialog, so the line looks like this:
<actor_dialog>devushka_3_quest</actor_dialog>
