Try uninstalling Half life and all of it's expansions and then delete the folder for the game after uninstall. Then reinstall the game and install the mod then run it and it should work.

put the folder in half-life then reset steam and it should be there

It moved developers in 2012 so It's almost safe to say it's dead

copy the carnivores 2 files into a different folder then copy the mod files into one of the carnivores 2 folders
