Okay I've done it. Talk to the villagers in Llanon, they will talk about the lost kingdom. Then buy a ship (not build, that's bugged) and fish near the village (via the camp menu when a t sea) and you'll pick up the treasure

For me, they weren't in any of the villages either. But then I built a village and the guy appeared there.
