I don't think its a good idea, because its not a finished product. Though I think mods at beta status should be elegible. We can make another award thingy called "Best mod in the Works"
I guess you cannot call it the best mod, but you can say it looks pretty damn fine.. so awards such as 'best models' etc could goto any mod, but awards such as 'best action mod' should only goto released ones?

I say yes because its about the team, and the work they are doing aswell. So if a mod is visualy sexual without code and/or game that is released, then why not?
Yes they have coverage by PC Gamer, yes they have good stuff, but what if it doesn't pan out? What if there is a mutiny like with other HL2 mods and then the whole mod falls apart? No matter how organized a mod team can be, delivering the finished product is what they are there for, and if your team isn't dedicated enough to deliver that, then of course no soup for you...
The mod being out shows they really are going all the way.... Like what if they have to cut all their special features and leaving just blah for sake of time?? It wouldn't look good...

Hmm. If unreleased mods can get awards, the people who gives awards doesn't look at the gameplay of the mod. So the mods will get the award for only the screenshots/models. :(
Public beta's are elegible, you can try the mod yourself in stead of looking at the screenshots.

It's ok if its the Mod of the Month or whatnot, but for a big event like this, let's stick to released mods, except for maybe one or two categories especially for those unreleased mods.
by "unreleased" do you mean not released as a final version etc ie have the "released" mod status or just not totally unreleased mods ie ones for HL2 or whatever ?

but i still think mod makers deserver recognition even if its not completely fnnished.

hmm.. well I think that in-progress mods should get an award.. if not the 'mod of the month'... then why not something like 'potential mod of the month'? I mean.. the teams of in-progress mods are working just as hard (sometimes even harder) than the teams of mods already released. And they usually have it harder getting a community, since there are other (finished) mods taking away their recognition. I voted yes. in progress mods should get an award.
That's almost encouraging people to start mods just for the possibility of an award.
well, it's not like we'd be giving out the award to any mod. It needs to reach certain requirements.. and if it doesn't.. well then it's gonna get dropped from the potential award winners. Better luck next time then. In fact putting up an award.. can be seen as raising the competitiveness of things, which is always good, if the quality of the mod gains something.
Look I have to say after reading these comments, clearly ONLY released mods will be eligible for awards. I mean that makes sense.. how can a mod be rewarded for its gameplay if no one has played it!?
Having said this, awards which acknoledge good design work (i.e. best maps, best models etc.. can goto any mods since a mod doesn't have to be complete to see how good these aspects of it are)
Well I think the main major point of interest is the actual gameplay, and I think it wouldnt be fair to assume that because a mod has an awesome plot and its a good idea it will be a good mod, but I guess a good mod lies in the eyes of the beholder.
It is a good idea to recognise what people have done :) so maybe there can be a "best upcoming Mod Of the Month" that way its still fair on all those that have worked hard to complete one and it can give others the inspiration to keep on going.
But I believe they should be eligible... Mod making is a tough process and the teams need recognition of their efforts to spur them along.

I think that you should do it, for there work they've done
like maps, models or some effects and a good storyline (if its a single player or single/multiplayer mod)

Unfinished mods should not be able to get a such award. A big part of making a mod is holding together on it all the way to release.

how can you fairly judge a mod that finished with one that is not? simple: you cant

Yeah, I think only released mods or in beta stages (some kind of release still) should get MOTM
But it seems INtense has taken the voting and added it as a rule

I only interview released mods or mods that are about to release.
Looks like the verdict is in, and the overwhelming majority has said they only want to see releaesd mods rewarded and so it shall be :)

Yeah, clearly a separate category is required to reward the best "upcoming" mods.
