Prepare to find Space Marines as powerful as the books depict them, ork hordes in their hundreds, and dozens of Guard tanks shelling into an incoming tyranid horde!

For some reason, this is the only mod I have that cannot be opened with Cope's toolbox... Is there a specific way this needs to be done? I always get the errors of either:
The output Character Buffer is too small to contain the decoded characters
or unable to find FLB file.
cope's tools 1991 is for chaos rising 1992 is for retri.
