Ultimate Empire at War is a conversion of Star Wars: Empire at War: Forces of Corruption. It aims to include four eras of Star Wars history: the Age of the Old Republic, the Clone Wars, the Galactic Civil War, and the Dawn of the New Republic in an re-created game that is more engaging on both the tactical and strategic level, enhancing gameplay and deepening it, as well as overhauling the graphics in the game. In short - EaW the way it was meant to be - spanning Star Wars history in a deeply strategic game with high quality graphics and challenging gameplay.

Yeah, but this is a manufacturing, it produces ship parts as well as e.g. worker droids. But it DOESN'T build ships itself.
if you've played star wars empire at war, the first mission for the rebellion has you attack kuat, and you can see star destroyers in various stages of construction.
plus it is noted that kuat is responsible for building most of the imperial fleet.
if you look at the following link you can find that kuat does have orbital ship-building capability.

Yeah, this could be possible, it has been made by the FLAM Modding Group and they made a sins of the solar empire mod - so it doesn't surprises, that their modellers took some features of sins of a solar empire in their modding style.
