We can't know that, Didn't the big SOC developers move before CS and COP? If I'm remembering right it shows they can still do a decent game. It's worth noting that GSC was not happy with Stalker 2 development and that's why he cancelled it's development (he never had people with the development capabilities he wanted). That should tell us that if he does get it back on he want's it to be right as much as us.
I'd like to believe that, but entire history of this franchise is like never ending series of dissapointment. Even if decent team could be put together and Sergey won't get another butthurt over extending deadlines it will mean years of development and by the time Stalker 2 will be out, I will look like this https://i.imgur.com/drZAzg5.jpg
So I won't get hyped for now.
