I know it is not the focus of your mod, but even a fairly useless player would have all day to sell his buildings and move his units before the main beam hits.

The same i can say about default C&C3 Ion Cannon, this Ion Cannon is for Support or Attack tactics, i.e u can destroy some defence structures on the way, or bunch of slow vehicles.
