No you can check/reload anytime. Just know that during the reload you lose any rounds still in the clip (excluding the Mossberg of course). So it's just a good idea to check before you reload to see if it's worth completely reloading your weapon and losing the remaining rounds.

He only pulls the trigger back during the iron sights animation. This is done for accuracy, if you pull the trigger back un-cocked it will shake the barrel off your target.
