Good work, but they are just... ugly... their uniform.
What could make it better? Give us feedback
Remove that Red star and that blue thing of their uniform, but I can't think of anything better.
Ok, but the blue thing is like the metal plating but we don't have a specular for it, thus making it like... weird.
Hmm, let me see... what about a plate with the same colours of the uniform, but with a red star on it and another version without?

Partly it might be because the plates simply don't look very metallic, but obviously that's more difficult without specular.
A big part of it could also be the fact that the "uniform" underneath looks more like a traditional noble's robe or something; not a military uniform (no offense intended D:). Military uniforms typically don't have lifted embroidery, for one.
Adding to this; if you can't add specular for whatever reason, you could try making the armour section bulkier? Maybe even bulged/ curved outward a bit, to better show it's a thick layer of armour and not a fancy section of cloth. Also adding some baggy assault (special-ops?) camo like in the picture might help a lot too. I'm not really a modder myself, so I don't really know how easy or difficult it'd be to add touches like that - just thought I'd suggest!
I don't think the cheering pose did it any good, but just standing around they are okay.
