Hope they wont damage friendly subs with their torpedos like they did in original RA.
finally, torpedos that don't glow blue :p
though i do think you should stop them surfacing to fire.
contrary to popular belief, most submarines did attack at surface level.
and being 20 meters underwater would mean the pressure would blowup your torpedo as soon as you lauched it.
maybe just have a periscope show when they attack.

And besides those are basically just fancy U-Boats (RA1 it's on the same time as the WW2), and those had to surface to fire.
No RA happened after WWII....Einstein went back in 1946 and came back again in 1946. The war was in the 50's.

uhm, surface and periscope deapth isn't the same thing (your are like 2 meters under water, you are still vurnable to attack bu not as much as if you surface and you are much harder to spot (you are the u-boat)
