Looks like it's dead, brah. =( I feel your pain, this was the first zelda game that I bought brand new. I was a teenager when N64 came out and was working, so I saved and bought it brand new in anticipation of this game. Oh well, these mods are a lot of work that the modders are doing in their spare time. Maybe they'll release what they have at some point.
This mod is alive and well. I have a few modders on board to keep this going, as well as merged this with the other "Land of Hyrule" mod, therefore, the landmass is largely completed. All that is left is population, a few more worldspace edits, and a questline.

I have a suggestion for tying it into the game. Make some sort of in Skyrim quest to go to Hyrule but first you have to find Link's clothes or something like that and just tie it in with a map extension.
