-bug fixes.

decisions\TN Random HRE.txt:
-fixed a possible bug where a global flag was not capitalized.
-You can now start the reforms if the papal state does not exist (even if yo uare not catholic and dont hold rome).
-reordered some triggers to speed up the game a tiny small bit.

events\SRI_AI_Behavior.txt:
-fixed some unneeded OR statements (validator).
-removed some uneeded MM statements (validator).
events\TN HRE.txt:
-fixed a bug reported by jdrou about the formal request event.
-added new HRE voting events to fix the faulty system (discovered with help from sixstrings).
events\TN Monarchies.txt:
-lessers of a union can no longer change out of a monarchy government (suggested by sixstrings).
events\TN Natives.txt:
-fixed some uneeded redundant code (validator).
events\TN Theocracies.txt:
-nations can no longer go from a non-theocracy to a theocracy if they are a vassal or minor PU (suggested by sixtrings). 

history\countries\AQU,ASH,FRA,KBO,POL,TIM,WAL,ZAZ:
-fixed some duplicate monarch dates (validator).

-fixed some bugs in the date history or controller or citysize duplicats (validator).

-added history for the nations that were last added by 17blue17.

-removed two empty files (validator).

-added new keys for the new HRE events.
